FDA has issued new guidelines for cigarette packaging; for both packets and cartons. All cigarette companies must formulate their packaging plans according to these new guidelines.

Guidelines for placement of textual warning statements:

FDA has issued guidelines based on three factors:

Location:

Warning labels must appear directly on the package and it should be clearly visible underneath the cellophane or other clear wrappings. These must be located in the upper portion of the front and rear panels of the package i.e. largest surface area of the package.

Size:

Warning labels must comprise at least the 50 percent of the packaging. For cigarette cartons, the required warning must be located on the left side of the front and rear panels and comprise at least the left 50 percent of packaging.

Orientation:

Warning labels must have same orientation as other information displayed on the package. For example if  the brand name and logo have orientation left to right, the warning labels must also be displayed I left to right format.



These warning labels must be printed permanently on the package and must not be movable i.e. must not be printed over a label.

Warning statements:

11 new warning statements issued by FDA are as follow:

  1. Tobacco smoke can harm your children
  2. Smoking causes type 2 diabetes that raises blood sugar levels.
  3. Smoking causes cataracts that can lead to blindness
  4. Smoking reduces blood flow to the limbs, which can require amputation
  5. Smoking can cause heart disease and strokes by clogging arteries
  6. Smoking cause COPD, a lung disease that can be fatal
  7. Tobacco smoke causes fatal lung diseases in non-smokers
  8. Smoking causes bladder cancer
  9. Smoking causes head and neck cancer
  10. Smoking during pregnancy can stunt fetal growth
  11. Smoking reduces blood flow, which can cause erectly dysfunction.

Color Graphics:

All the warning statements must be accompanied by color graphics depicting the negative health consequences of smoking.

Graphic images:

FDA has made it mandatory to print photorealistic, graphic, colored images with the respective warning statement.

All warning labels must be printed as directed by FDA. These must be reproduced on cigarette boxes packaging with accompanying graphic images as directed by FDA.
